VNC Server for many users in RHEL 8

So currently we have a server that we use to host remote VNC to provide remote linux desktops to our users. There are approximately 100 users of whom about 10 might be running a server at the same time. This is fine on RHEL 7.0 as you can just start vncserver at the command line and connect to the machine all works.

However, very soon this capability seems to go away in favour of assigning a port and display to each individual user. This won’t really be practical for us give the number of our users.

Does anyone have any work a rounds as to how we might provide VNC access to unix desktops for our users after we are forced to upgrade our gateway servers? All I turn up in my searches are instructions on how to set up vnc with a port and display assigned to each user.
