EXCEL/SpreadSheet Use MAX() in a fixed range(28 rows, eg B2:B30), but skip fixed amount of rows per scan.. PLEASE?

I need the highest value of each 22 rows(=time, per 30Minute), but the 18 rows after the scanned rows are consistently not relevant, I need to leave these out. So for example: ‘=MAX(B40:B68)’ & then I need to leave the next 18(B69:B87) out, then, I need highest value of (B88:B116) etc. etc. etc.

Sure, I can just do it manually, drag and delete unwanted but I have 8504 rows I need to go through(also, I need the Lowest Value too soo lets double it). So any suggestion that will make it quicker than typing manually will suffice since I might need to do this more often than this one time..

In the image: I need the Highest value from B & the Lowest value from C, but only in between the hours of 00:00 & 15:30.. that time is ETH, after 15:30 until 00:00 is RTH, already have those numbers.. that went a lot easier (https://i.sstatic.net/Ixj36nDW.png)

I tried filtering based on time, but that is about the same effort I realized quickly.. I really would not know what else to try, but there sure as heck should be a way right?
