basically I have an issue with nested lists in general. I can’t understand them no matter how hard I try. Anyway I found this question on the Internet. All I need is an explanation of how to do it. I don’t want an answer because I really want to try and solve it. Also if there is anyone who can give me tips to understand nested lists.

Write a function called rcSum that takes a two-dimensional list x of equal-size
rows and returns two lists: the first has the total of each row, and the second
has the total of each column in this list
