Unreal Engine 4, Connection Error: 33, Message: SE_ECONNREFUSED

I know this error is mostly unrelated to UE, but still maybe someone has encountered this problem. I have a server on QT, I don’t have access. And the problem is connecting to the server. I opened ports, disable firewall, but still the problem persists. If anyone has encountered this problem, can you please advise me. Thanks.
