Why is my Conditional Formatting rule not working on some rows? [closed]

Why is this conditional formatting rule not working in Google Sheets?
I need to make sure that if any row below 3 is checked and it contains any value in column A, then highlight cell I2.
How can I use conditional formatting to turn my cells 1 color when they match the same cell in another tab, and another color when they don’t match?
I have two tabs and I want to set conditional formatting in the first tab based on the exact same cells in the second tab.
Highlight cell if checkbox value is different between corresponding row numbers and column numbers
