Should I use flutter or a framework

I’m looking to build an application that would be available via the web and also later have support for mobile phones as well (both android and iOS). At this point I’m just considering doing an MVP version since I don’t want to have to deal with a demographic division of iPhone vs Android. This application would also ideally be meant for seniors. Now I understand senior citizens do have a little more trouble with technology than younger people, however I imagine they would have less difficulty going on a website than dealing with a tiny screen interface (ie mobile app).
