I need some related literature & studies for my capstone project about MIS, specifically barangay information systems (a barangay is a small part of a town or something like that) , that were published 5 years ago or later.

Ive just started on VsCode and my task is to make my CV and within making my CV i need to create a link which is attached to information regarding the link (i.e. My Hobbies and the once one presses on the link your hobbies should show up) but im struggling to learn how to create a link and within the link include information. Could anyone possibly help me?
It is a capstone project and before this project whilst learning coding in general My tutor always supplied the link and image/information included within the link but i dont have that now and would like to be able to do it on my own without the link and information being included by my tutor.
