SSH key authentication suddenly getting timedout on GCP even Connection via Cloud Identity-Aware Proxy Failed

Earlier I was able to connect using ssh ubuntu@host but suddenly ssh stopped working. Even i restarted the machine. Tried to connect using browser ssh and still got the error. and I follow instructios mentioned here with no luck. https://cloud.google.com/iap/docs/using-tcp-forwarding#create-firewall-rule

Error:

ssh: connect to host x.xxx.xxx.xx port 22: Operation timed out

Connection via Cloud Identity-Aware Proxy Failed
Code: 4003
Reason: failed to connect to backend

Connection to VM is refused.
Please ensure that:
- VM has a firewall rule that allows TCP ingress traffic from the IP range 35.235.240.0/20, port: 22
- SSH daemon on target VM is up and running

You may be able to connect without using the Cloud Identity-Aware Proxy.
