C# Windows service: Project reference isn’t working

I am currently developing a Windows service next to my .Net Projects. 3 of these projects contain functions I need in the Windows service.

To share the project’s code I can create a reference between these projects. I created the reference in the reference-Manager under projects.

If I click okay the reference is added but I can’t access the namespace of the referenced project. I don’t know why and I haven’t found something to fix it.
